Hi, we're Oscar. We're hiring a Technical Program Manager, Infra to join our Tech Strategy & Ops team.

We are hiring a Technical Program Manager to support Oscar’s Core Technology team, responsible for the shared platforms and foundational capabilities that enable Oscar’s engineering organization to build and operate secure, reliable, and scalable products. Our portfolio includes cloud and compute infrastructure, identity and access management, observability, continuous delivery and workflow platforms, developer tooling, AI infrastructure and tooling, and data infrastructure.
You will lead the planning and execution of complex programs across this portfolio. You will partner with Core Technology leaders, architects, engineers, Product, Data, Security, IT, and other stakeholders to translate technical strategy into executable plans, coordinate cross-team dependencies and decisions, manage risks, and drive programs from discovery through implementation, adoption, and operational handoff.
You will report into the Director, Technical Program Management.
Work Location:
This position is based in our New York City office, requiring a hybrid work schedule with 3 days of in-office work per week. Thursdays are a required in-office day for team meetings and events, while your other two office days are flexible to suit your schedule. #LI-Hybrid
• Work with project sponsors and various teams within the department to scope, design, prioritize, and manage technical operations roadmaps, KPI definitions, detailed work plans, resource needs, budget and timelines.
• Lead technical project teams and the end-to-end management of system implementations for a portfolio of Core Technology projects, such as cloud and platform migrations, identity services, observability capabilities, continuous-delivery and workflow platforms, developer and AI tooling, and data infrastructure.
• Analyze project risks, develop recommendations for risk mitigation and effectively communicate mitigation options to management and business partners.
• Proficiently deploy the team’s technical toolkit to solve operational challenges.
• Implement and lead key process improvements that markedly move the organization towards operational excellence and develop solutions that radically improve the efficacy and efficiency of existing operational processes or unlock new capabilities through technology and automated solutions.
• Build relationships and trust with key stakeholders (such as Product, Engineering and Data Orgs) through strong partnership, clear communication, and the consistent, high-quality and timely delivery of projects.
• Introduce tools, best practices and systems to support more efficient technical program management and execution.
• Compliance with all applicable laws and regulations.
• Other duties as assigned.
任职要求
• 5+ years of technical program or project management/process-oriented operations work experience.
• 3+ years of experience using using coding languages such as SQL to analyze project performance and risks and develop reports for management and business partners.
• Bachelor’s degree or 4 years commensurate experience.
Bonus points:
• PMP/Lean Six Sigma certification.
• Healthcare experience.
• Metrics-driven program and project management approach, constantly guiding business partners towards ‘zero defects’.
• Experience managing a technical or system implementation.

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience. 薪资
The base pay for this role is: $117,576.00 - $154,318.50 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.
